To me it just doesn't make sense. Prison is supposed to be a place that you don't want to go to, a deterrent. If it is so welcoming than everybody especially the homeless and down and outs would aspire to go to. Maybe rob or rape for the privilege of entering its welcoming place of abode.

Agree with you in principle. Maybe to them that kind of standard is low and considered deterrent enough... But to us the condition looks so welcoming...
