Are numbers reported by Singapore been massaged  like SPH overstated circulation by 15%?

If SPH allowed to manipulate volume by overstating circulation of national newspapers, they probably do it on anything.

Can you trust those recent statistics being released?

No statistics coming out from government mouthpieces or government-commissioned studies/surveys can be trusted. 

If any numbers are parroted by the government, there is always a political purpose behind it. It's not because they want the public to be more knowledgeable or aware of stuff in society, it's because they can spin something positive for their own political performance.
