Citizenship application must have set to meet 5 or 10 different criteria. Likely ICA just look at $$ only due to Desperado Syndrome.

The issue here is that many from poor family, doing low paid jobs, and with low education, but have been staying here since childhood and completed NS, and family members are already citizens, were not granted citizenship.
The parents and siblings of these children, should remember never to vote for pap.
