Learn from NTUC? 

Most weighing machines will be  0- 10% inaccurate but not 40% 

so likely tampered to cheat

These machines needs to be calibrated every now and then........but if 40% inaccurate there is a high chance of cheating............. nudie

even regularly serviced car also can breakdown.

machine out of cal is normal.
