ft was suppose to be good. what gone wrong.
over number. too much of a good thing become bad.

this is what happen that make it difficult.
human has tendency to cluster to their own.
example 1 company of 3 employees.
first 1 local left. employed 1 ft. so 2 local 1 ft. the ft adapt by speaking english at work place.
then another local left. the ft quickly introduce his village people. lazy hr accept. so now 2 ft from same village 1 local. now the 2 ft talk to each other in their country language. 1 local become the minority do not understand what happens.
that projected to bigger company. like an entire IT company changed from local for india indian ft. until people said don't let a drop of black come in or the whole office turn dark. not a racial statement it is true and shows the pain the in local after the event. so learn from it.
man power must not allow the proportion of ft to exceed that of local in any office. maybe a ratio of 3 locals to 1 ft or even lesser. singapore is man power shortage. we want very few good ft to lead that come with the investment. not big numbers in every level. we want ft to be at lowest level as servants. we have let the servants become the boss. even heard of ft hr conversation of how they not let local into their company. an interview. interrogate until many hrs to exhaust local until can find reason not to employ. like o you only manage 10+ people we need manage 100_ people experience. type of bull shit. behind these there are also prossible money transactions between the ft. key position like hr, finance must not be ft.

other example. must not allow ft to cluster together then rent one house . they will maximax exceeding people to house limit to lower cost. they being a group will never adust to local conditions.
house rental need some changes. hdb or private. like those limitations place on ownership. same for renting to ft.

in short if ft is minority, they adjust. in large number cluster together they make local adjust.
few people detest the early ft when they come with investment as bosses. as they do not compete but bring benefits.
the import ft has bring ft bonus of additional manpower to grow gdp. if we want to eat it and still have local support we need to adjust. servants needed not bosses when they come to make money not bring money here.
