I always remember this story about one of the founding politician of Singapore (Lim Kim San), who is also the Chair Person of SPH.
Back then when LCD monitor was first launch and cost a bomb, the IT staff showcase him the LCD monitor to ask if he need one.. When Lim Kim San heard how much it cost, he told the IT staff to take back the LCD monitor..
If Chair Person is prudent in spending and did not get the LCD monitor, who else in SPH dare to order one..
Now, the Chair Persons of GLC probably asked IT dept to source for the latest gadget and charged it to the company, no matter how much it cost since not spending their money..
