I am sure there is a flaw with the article.  Why is there a need to mention “childless” couples?  A couple by itself is already considered by HDB as a family nucleus, no need for children to come into the picture for consideration Thinking

So no children don"t need big flat . How to apply used up the two chances now retired ? Please help to enlighten.

so that the amenities and welfare is within their reach
