Simple. They want to push the responsibility to AGC. But they cannot do it to their boss, who is the PM.

After investigation, CPIB should seek PM Lee's opinion on appropriate punishment rather than consulting AGC.

Was it CPIB or PM Lee who's responsible to prosecute?
