China loses money is because the government is providing a service to its citizens with heavy subsidies instead of making profits out of it. The HSR trip from Shanghai to Suzhou (80 km) only costs RMB 40 / SGD 7.46, and there have been no price hikes for the past 20 years.
Chinese government has a deep pocket with foreign reserves the highest in the world, 3 times of that of Japan.

You only think one dimensional.
The social and economic mobility of people moving around for social or business activities outweigh the benefits of just making profit from hsr. The profit from other sectors will improve and outrun hsr in long term. Short term thinking

In China, the Central Government is rich because it collects taxes, keeps revenues, and spends mainly on National defense and debt interest whereas the local Governments, State-owned enterprises and private sectors are debt-strapped. That is why the economy has slowed down unless the Central Government gives out huge stimulus. So far, the stimulus has not met the market expectations and the market still tanked.

China’s HSR network was funded, built and operated by central government, it is irrelevant to and affected by local provincial debts.

yes building hsr will hv multiplier effect on boosting the economy
but overbuiding just for the sake to show off to the world will bring hardship
there are some hsr stattions are <10% utilised
pap was right in not running certain mrt stations thoiugh they are ready for service example is potong pasir n 1 or 2 more in ponggol line
the fares collected are not enough to cover maintenace costs
they build ahead of time to avoid paying much higher cost if when build 5 yrs down the road
that is why need v careful economy consideration

Is tt the reason now they came out with 1/2 past six stimulus becos they hv used up money to build HSR which is not profitable and dare not to spend much now on the economy ? The Central Government has doubled in the last 10 years. Zhou En Lai said China has zero debt in 1975.
