Kambulova claimed the incident was the result of Russian air defenses neutralizing the UAV.
In a statement, Kambulova said, ‘A mobile group neutralized the UAV. Its debris fell on the territory of TANTK Beriev.’ She added there were no casualties and emergency services are working at the site.” The Russian narrative of “falling debris” has been used repeatedly by authorities even in cases where video and photographic evidence confirmed a direct drone strike on high-value targets.
TANTK Beriev is a key aviation facility specializing in the development, production, modernization, and repair of amphibious aircraft and special-purpose aviation systems. The plant manufactures and maintains the A-50 airborne early warning and control aircraft, which is a critical component of Russia’s air defense network. In addition, the facility provides overhaul services for Russian Navy aviation platforms and upgrades for Tu-95MSM strategic bomber-missile carriers.
The plant is part of United Aircraft Corporation (UAC), which operates under Rostec, Russia’s state-owned defense conglomerate

German defense company Rheinmetall & US defense contractor Lockheed Martin have agreed to establish a joint venture in Europe to produce some of the most sought-after American missile systems, Rheinmetall CEO Armin Papperger told Hartpunkt on May 16. Planned facility, which Papperger described as a European center of excellence for rockets, to produce up to 10,000 missiles & an equal number of rocket motors annually. Systems tobe built are ATACMS tactical ballistic missiles (range: 300 km), GMLRS guided rockets (150 km) for HIMARS & M270 launchers, Hellfire and JAGM air-to-surface missiles, and PAC-3 interceptors for Patriot air defense systems. Previously, during a media briefing on July 10 at International Ukraine Recovery Conference in Rome, Ukrainian President Volodymyr Zelenskyy announced Germany is prepared to fund two Patriot air defense systems for Ukraine, with Norway committing to finance another.

Ukraine war briefing: Weapons will be Europe’s support to Ukraine – not Trump’s, Kallas suggests ‘If you promise to give weapons, but somebody else is going to pay, it’s not really given by you’. What we know on day 1,240. Donald Trump’s move to take credit for the additional weapons headed to Ukraine at Europe’s expense has created some mild friction in EU-US relations. “If we pay for these weapons, if EU foreign policy chief said. “So it’s European support, and we are doing as much as we can to help Ukraine … If U promise to give weapons, if say somebody else is going to pay for it, it’s not really given by you, is it? … We welcome Trump’s announcement to send more weapons to Ukraine, although we like to see the US share the burden.”
A meeting of Patriot owner nations and Ukraine donors – aiming to find additional Patriot air defence systems for Kyiv and chaired by Nato’s top military commander – could take place on Wednesday of next week, Reuters reported. A Nato official said the alliance would coordinate weapons deliveries through a mechanism known as Nato Security Assistance and Training for Ukraine based in Germany.
Kurt Volker, a former US ambassador to Nato, predicted Ukraine could ultimately receive 12 to 13 Patriot batteries but it could take a year for them all to be delivered. Trump caused confusion by saying one country had 17 Patriots, some of which would go directly to Ukraine. No Nato member except the US is believed to have that number of Patriot systems.
Ukraine must boost the proportion of weapons made at home to 50% within six months, Volodymyr Zelenskyy has declared. He said he was counting on his new incoming govt under prime minister Yulia Svyrydenko to deliver on the goal. Zelenskyy said that he, the outgoing PM & new defence minister Denys Shmyhal & the outgoing defence minister Rustem Umerov had met, decided that defence ministry would have “greater influence in domain of arms production”. “Ukrainian-made weapons now make up about 40% of those used at the front and in our op,” Zelenskyy said in his nightly video address. “This is already significantly more than at any time in our country’s independence … Our goal is to reach 50% Ukrainian-made weaponry within the first six months of the new government, by expanding our domestic production. I am confident this is achievable, though not easy.” Ukraine’s arms production ramp-up so far has emphasised drones and air defences. Zelenskyy has in recent weeks stressed the importance of developing drone interceptors to tackle swarms of attacking drones.

President Volodymyr Zelensky has appointed Rustem Umerov as secretary of Ukraine's National Security & Defense Council, according to a decree published on presidential website on July 18. The decision comes as part of Ukraine's first full wartime cabinet reshuffle. Umerov, who served as defense minister from September 2023, will replace current Secretary Oleksandr Lytvynenko, who is reportedly being considered for an ambassadorial role in Serbia. Umerov's dismissal from Defense Ministry was long anticipated, though earlier speculations suggested the ex-minister may be nominated as an ambassador in the U.S., Umerov's candidacy for the diplomatic post was later dropped, as former Deputy Prime Minister Olha Stefanishyna was named Ukraine's special envoy to the U.S., pending approval from Washington for a full ambassadorship.
In a post on X, Umerov confirmed his appointment and outlined his new mandate. "Today, the President of Ukraine signed a decree appointing me as Secretary of the National Security and Defense Council of Ukraine," he wrote.
Umerov listed key priorities agreed upon w/Zelensky, starting with coordination control of security & defense sector." He pledged to ensure systematic & effective synchronization of actions across all components of Ukraine's defense system. "I will continue to coordinate all arms deliveries, joint production efforts, & defense partnerships — including the most sensitive areas," Umerov wrote. "I remain in constant dialogue with our international partners, especially regarding discreet agreements that are critically important to our defense capabilities.":The National Security and Defense Council is a powerful coordinating body in Ukraine, responsible for shaping military, security, and foreign policy.
Umerov’s appointment as Ukraine's defense chief two years ago raised hopes for more transparent and effective leadership following major corruption scandals in the ministry. However, his tenure eventually drew scrutiny. Ukrainian activists dubbed him "the minister of chaos," citing poor management, weak authority, and stalled reforms. In his post as defense minister, Umerov also led Ukraine's delegation in peace talks with Russia in Istanbul in May and June. As part of a government reshuffle, Ukraine's parliament confirmed Yuliia Svyrydenko as the new prime minister on July 17, replacing Denys Shmyhal, who became the new defense minister.

The Russian exclave of Kaliningrad is once again in the news, after a senior US military commander on July 17 issued a stark warning to the Kremlin that NATO forces could take control of it "in a timeframe that is unheard of." The remarks from U.S. Army Europe and Africa commander General Chris Donahue are some of the strongest yet from a Western military official — a direct threat to the Kremlin about the consequences of further Russian aggression beyond Ukraine.
They come amid ever-heightening tensions between NATO and Russia since the start of its full-scale invasion, and after a series of warnings from Western officials about Moscow's future intentions to attack NATO members. "I'm fairly certain that if the Russians were to attack the Baltic states, one of the first places to be bombed by NATO — if it isn't Moscow or St. Petersburg — would be Kaliningrad," Dr. Stephen Hall, lecturer in Russian and post-Soviet politics at the University of Bath, told Kyiv Independent.

The NATO strategy in Eastern Europe provides for the rapid destruction of the Russian enclave of Kaliningrad. This was reported by Defense News.
According to the Commander of the US Forces in Europe, General Christopher Donahue, as part of the plan to counter Russian threats and form a scalable global deterrence system, the US Army, together with NATO allies, is actively developing standardized systems and coordination solutions based on cloud technologies.

According to Donahue, the goal is to ensure that industry and govts are fully aware of the real nee requirements of the Alliance. The Russians have opened a dangerous new axis to put the Ukrainian defense northwest of Kupiansk in danger. The Ukrainian command has acted decisively, sending in experienced tank units to smash the enemy and push him back over the border. Russian forces have recently opened a new offensive axis near the Ukrainian border by swiftly capturing the village of Milove and adjacent forested areas. Having rapidly consolidated this foothold, Russian units are now attempting to advance deeper into Ukrainian-held territory, specifically targeting a line of villages culminating at Velykyi Burluk, the largest settlement in the area. The strategic importance of Velykyi Burluk lies in its infrastructure, which offers the Russians critical space for troop accommodation, storage of munitions, and logistical hubs necessary for further pushes.
Russian decision to initiate this new axis is driven by their broader strategic intent to sever critical communication and supply lines between Kharkiv & two key frontline cities, Kupiansk & Vovchansk. Russian forces around Vovchansk have been stuck in a stalemate for over a year, failing repeatedly to achieve significant breakthroughs. By introducing northern axis, Russian commanders hope to renew their stalled momentum around Vovchansk, creating additional pressure from a fresh direction. Kupiansk remains their central objective. As enemy troops have faced substantial challenges near Dvorichna, unable to sufficiently expand their limited bridgehead on western bank of Oskil River. Thus, a successful push from north toward Velykyi Burluk could support renewed thrusts along Oskil & help fulfill Russia’s stalled ambition to encircle Kupiansk, russian goal is gaining urgency, as half the summer campaign season has already passed without meaningful progress, tactical advantages in this new direction lie primarily in proximity to their border-based supply lines, allowed relatively steady reinforcement & resupply efforts. Furthermore, b'cos region around Milove had previously been relatively calm compared to more fiercely contested sectors, Ukrainian forces deployed there were thinly spread, not immediately prepared to resist a sudden, concentrated attack.
Russians exploited precisely gaps in Ukraine’s extensive defensive line, advancing with small, mechanized units & infantry raids to quickly establish control over key positions. Ukrainian forces, however, have swiftly recognized the severity of this emerging threat. Despite initially limited troop presence, Ukrainian commanders promptly redeployed mechanized reinforcements from nearby positions to counter this new threat. Ukrainian units are now actively conducting tactical hit-and-run raids, leveraging enemy assault groups’ vulnerability. Videos - engagements vividly document Ukraine’s response, with one clearly showing a Ukrainian T-64BV tank & a BTR-4E Bucephalus engaging enemy infantry hidden within tree lines point-blank range, neutralizin
advancing enemy assault group. Mean while, enemy attempts to support their northern advance by expanding their precarious bridgehead near Kamianka over Oskil River met fierce resistance. Ukrainian forces recently thwarted a mechanized assault there, utilizing FPV drones & drone-dropped munitions to decisively halt the advance. In the engagement, Ukrainian drone operators & infantry destroyed two Russian MT-LB armored vehicles, a BMP-2 infantry fighting vehicle, and eliminated 17 assault troops, demonstrating again their skillful use of drones in such situations. Overall, given the strategic significance of this region, it is critical for Ukrainian defensive operations that this new Russian offensive axis is decisively neutralized as early as possible. Ukrainian military leadership clearly understands the urgency and has mobilized forces to rapidly counter and contain Russian gains near Milove. Their determined response aims to close existing defensive gaps swiftly, denying Russia further opportunities to advance toward Kupiansk, Vovchansk, or even threaten approaches to Kharkiv itself. It remains to be seen if Russian forces will simultaneously escalate their actions near Vovchansk to attempt a coordinated, multidirectional offensive to achieve the long-sought encirclement of Kupiansk this summer

After months of increased attacks on Ukrainian cities, including Kyiv, by Russian drones, Ukraine's military appears to have intensified its own efforts in targeting Russia's capital.
Overnight attacks marks 4th straight night Russian capital has come under fire. The region faced a similar attack the night prior, Ukraine's military reportedly launched 13 drones towards Moscow.
Kyiv rarely comments on reports of drone strikes in Russia, though Ukraine regularly launches attacks against military & industrial facilities on Russian territory.
Reported strikes on Moscow come after U.S. President Donald Trump offered the Kremlin 50 days to make a peace deal or face "severe tariffs" from Washington. B4 announcement, Trump reportedly asked President Volodymyr Zelensky during a June phone call if Ukraine was capable of attacking Moscow?. Zelensky used make in Ukraine & allegedly replied to Trump, such an attack would be possible everyday, no need to use U.S. supplied, that is not necessary weapons. The Financial Times (FT) comments, Trump to >Zelensky should not target Moscow & U.S. was not planning to provide Ukraine with any long-range missiles.
