The main problem is they could not stop the birds from eating the leftover so they make you return the tray hopefully can solve the problem.

They circumvent the law, cos selling tissue papers is not begging as begging is illegal here...........

The hawker center management should be taken to task for not clearing the return tray stations and cleaning up the table fast enough. It is leaving the patrons no choice but to leave and scatter the tray everywhere. Quite sure this is not a difficult problem to solve as most hawker centers are under the NEA.
There will always be lax rules and enforcement, making people ignore the laws. There should be and must be quickly fixed to gain public confidence. For this, the NEA should take the lead by reacting quickly to solve the problem. Patrons should be able to lodge complaints using the one-service app.

Well said, enforcement is lacking......if NEA were to enforce the law, then there will be no customers leaving their tray on the tables..........
