IN MANAGING retrenchments, Singapore must preserve flexibility for businesses even while protecting workers, said Minister for Manpower Tan See Leng in Parliament on Monday (Feb 5).

He acknowledged calls “for stronger action to protect workers” who are retrenched, but noted that even without retrenchment benefits being legally mandated, around nine in 10 eligible employees received such benefits, according to data from 2019 to 2023.

Dr Tan defended Singapore’s current approach to managing retrenchment practices, in response to 14 questions filed by Members of Parliament in the wake of retrenchments by e-commerce giant Lazada.

When Dr Tan See Leng was CEO Of Parkway Pantai, his preferred method of cutting costs was to pressure staff to resign by making conditions unbearable at the workplace. Watching co-workers get laid off has a negative impact on the morale of the remaining staff. He chose to compel employees to quit so that internal administrative processes, legal exposure that may arise from dismissing workers and paying costly severance compensation may be avoided. A publicly-listed company that lays off a significant number of its workforce in one fell swoop may also shake the confidence of investors and shareholders.

Under Dr Tan See Leng, employees of Parkway were forced to resign with only their notice period as compensation, instead of a proper retrenchment exercise. The prospect of gainful future employment for the middle-aged and elderly managers and executives among them was bleak. All this took place under his watch.

It seems that this Govt will always hire Ministers to serve themselves. Such incorrigible behaviour across the team.

Knowing the greed of Pay And Pay, they will justify a pay hike for Ministers to "motivate" them to work harder in the new year.

Companies like Parkway Pantai have honed this into a fine art. Every dirty trick under the sun will be unleashed to make life so miserable that staff will quit.  Those who don't, but are targeted for retrenchment i.e. older workers, will then be forced to hand in their resignation with notice pay given.
