U dont anyhow shit on people. Every tender needs 3 quotes and Govt has AI to monitors these tender quotes and their numbers.

Just to inform some of the bidder are companies helmed by former govt ppl. They leave govt branch out setup shop and then go tender govt project to do as they understand the process flow for govt agencies very well. How I know is becuz I used to work for a IT vendor whose customer base is 95% govt ! The founders all former govt ppl. So go figure.

Actually I not surprising also " some of their colleagues still rotting inside for years " Since is former colleague kinda so call " friendship deal " .
One thing is which I already mention is quite trouble for those civil servants in the sense IF A New sub con get the tender they have to re guide etc so call their Public sectors ways of doing things, working culture.
IF they get back the Old sub con which they used to work with for years is MORE easy for them. in directly save their time re guide.

there are tricks going on in some tender.
like asking vendor to write the rfq. vendor wrote for free with items that they have advantage.etc.
hardworking vendor got more deal. guess that is fair as well.
extreme price one like most ex most cheap also not likely to get. this is the way servant protect themselves. for choosing some in between
etc.
