don't think so.

even if pm order a check on wealth of all ministers, senior civil servants in charge of spending millions it may discover some but will still be far from being top in class of corruptions. singapore is still quite clean. need some actions to do a 1 time check so as to remind ministers, civil servants don't corrupt you will surely be discovered.
