First so their intention is never save hostages???
partly those hostages are also in the tunnel.
What I see they plan to " starve their enemies in the tunnel "
I think they try to locate those enter/exit point of the tunnel to " seal " it aka means trap their enemies inside the tunnel starve them as they surely need to get resupply from the top ground level...but hostages also underground in the tunnel.
