can increased decreased supply so that is control or at lease influence already.
but current influence not too fair to small car coe. increased about 10% only but cat b for big car increased till can almost drop to $1 in next bid, maybe they like to redo the distributions. else will loose a lot of potential revenue in the cat b .
if really want to help is increased cat c better , goods vehicle cheaper can indirectly reduce inflation pressure.
