the real reason is below :

local employers can employ foreign talents easily.
they are looking for plug and play employees.
if they cannot find local plug and play employee, they will employ foreign plug and play employee.
employers do not spend money to train employee anymore, they just employ plug and play employee who are well trained.
wow. PhD no job.... lucky i retire liao, i only dip.. if not dies.
