Last year, consumers of all ages were scammed out of $8.8 billion. And older adults lost the most money compared to other age groups, according to the Federal Trade Commission.

telco need to work harder to block unauthorised call. like allowing phone to specify number to recevie.

my data phone which number never give out also got scam call. obvious they are using auto dialing by increasing number or random number. not difficult to for telco to set trap and see which number is calling from and work backward to get source to block. work with police for eventual arrest of these scammers.

That is a good summary.  The poor only buy essentials and may not even spend much time online to read these so-called "bargains".  
The wealthy will prefer to pay more from established online retailers.
The middle-classes may be more attracted to bargains offered by scammers online to stretch their dollar.
