This happened on 26 Oct after Russia and China veto a US-authored  UN resolution condemning Hamas' attacks on Israel, 

The Israeli Ambassador Gilad Erdan read from a script passionately and scolded both countries for vetoing the resolution.

The Chinese ambassador to the UN Zhang Jun responded calmly without reading from any script by reminding him of facts and reality.
