Shd change to partial balloting system for household by taking out 50% of the overall quota during each bid.( No need to pay COE price only pay admin fee)
This partial balloting system will only start to trigger when COE price exceeds $15000.
This balloting system COE cannot be sold.
Those who get this balloting COE, never buy the car will have to penalise, fine $15000.
Those who want to get COE immediately, will still follow current system. Remaining overall 50% COE for this group of vehicle owners.
If those families have young kid below 8 years old will have rebate for bidding immediate COE.
1 kid 10% rebate.
2 kids 25% rebate.
3 kids 35% rebate.
4 kids 50% rebate.
