He was elected to do his job, not by promising sheep with higher grade grasses.

This just shows the insensitivity of Duterte. Of course he can do whatever he wants but you never know how the other party views it, and worse still, react to it. Better to be a double-headed snake like Singapore 

He looks like a real katek.
