All the photographers and bystander are looking upwards, so it cannot be looking at a car on road level...

I saw some circles on the road and the crowd looks quite similar to those who usually crowd around a car accident victim and thus derived that thought.........

these bird watchers are very well connected. once a rare species is spotted, many would rush there immediately. last yrs some were fined for gathering in group.
