I want to replace his job. Retirement job.

Maybe he thought this is Malaysia and allowed the sex workers. Even the Receptionist is a Vietnamese.

sex worker can sleep in room but cannot work - i presume thats what the law means
after all even sex workers need a roof over their heads

So every single lady check-in will be asked if she is a sex worker?

If the room have 30 visitors per day. She probably make more money than the hotel operator
