Epidemiological investigations have revealed that many of the cases in the ongoing KTV cluster visited KTV joints almost every day, while others frequented multiple outlets, sometimes on the same day, said director of medical services Kenneth Mak on Friday (16 July).
"And so our strong suspicion is that mask-off activities have occurred in these contexts, and transmission has taken place, irrespective of whether they were hostesses, whether they were patrons, whether they were visitors to these outlets or whether they were just working in some of these outlets as well," said Associate Professor Mak, who was addressing reporters at a virtual press conference.
Investigations are ongoing, said Prof Mak, with some individuals more reluctant to volunteer information.
The age range of Singaporean cases in the cluster ranges from 19 to 60 years.
Prof Mak, who sits on Singapore's multi-ministry taskforce (MTF) on COVID-19 was responding to a question about the breakdown of those who had been infected and whether the Singaporean cases were all patrons of the KTV outlets.

The ones who "visited" KTVs every day and multiple outlets as well are probably the hostesses. For them, it is "reporting for work".
According to investigations, if one ktv is quiet (bo lung), these hostesses would go to another ktv joint, and that's what's meant by visiting multiple outlets. And just hope that the taxi/GRAB drivers are OK, if not, they could become vectors for spreading to more and more people...
I wonder whether those fellas who went to ktvs for abalone...do they have a sense of remorse? Do they even feel any guilt for causing this spike, or are they indulging in self pity, that "Why me? Poor me! Why of all people I kena this virus?"

All ktvs must be closed with immediate effect because the hostesses visited other joints if the one they were in was quiet.
We don't know which ones would form potential clusters now.
Do not bother to ask the hostesses which ones they went to. They may not tell the truth.
We have to take no chances. Just shut them all down!

What most Singaporeans do not realise is that this was an 'own goal' by the government.
KTVs and bars have historically been licensed by the police, who have the surveillance capacity through officers dedicated compliance, powers of arrest and warrants to raid premises. These powers were codified under the Public Entertainment Act, the Criminal Procedure Code and the Liquor Licensing Act.
However once these premises were designated as Food and Beverage establishments and licensed as such, primary responsibility for surveillance and compliance shifted to the Ministry of Sustainability and Environment or MSE, which have none of these powers or the capacity, experience or intelligence set up to ensure compliance of such seedy joints.
A leopard does not change its spots. The action taken to revoke only the F&B of only the 3 KTVs connected to the latest cluster is an inadequate response to this regulatory short coming.
First, all KTVs should be recategorised as entertainment outlets and not F&B outlets and thus come under the supervision of the police once again.
Second, their licenses should all be mandatorily suspended indefinitely or at least till 80% or more of the population are vaccinated.
Third, when allowed to reopen police surveillance of these types of outlets should be reinforced and stepped up.
Fourth, the ICA should more tightly control the travel and so called family ties channel with respect to certain target countries which are known origins of these hostesses, namely Vietnam and the Philippines.
Fifth, fines and warnings should be dispensed with and immediate revoking of licenses should be the appropriate punishment of any breaches.

For fourth point, it has been all along practised for South Asians

many veitbu have been stuck in sg since last year coz no cheap plane go vn or if available are very expensive. some of them holding s-pass.
so need to find a living here. in ktv money is easy. just play play a bit with the hum sup got lot of tips oredi.
if working in vn only 300 -400 sgd per month. pitiful.
Better don't go for nail spa during this period. A lot of the workers are vietbu.
Their hard-sell tactics are really tok kong. So I'm not surprised if these hostesses can squeeze a lot of money out from the patrons.
