By now you should have read news that China govt came down hard on tuition centers. The reason is these tuition centers gave an unfair advantage to rich parents who can afford it and this helps their kids do well in national exams and later get into university.
Because the fees are high it causes hardship among poorer families who are also trying to give their mot children a headstart.
The difference between the China govt and S'pore govt is one recognised the problem of unlevel playing field while the other pretends the problem does not exists.
If your child is highly intelligent say among the to docile except for language he should be able to do well without tuition.
But for a large number of students in the middle, tuition makes a difference and that is why so many expensive tuition centers like Learning Lab exists.

So the poor child step into primary one other kids can already read and he is just starting to learn ABC.
