Well, the U.S. also uses technology from the Netherlands (the tool for making chips) and the chips made in Taiwan. Intel can’t make it  lagging far behind both Korean and Taiwan, that is why the U.S. bans countries selling chips to China.

However there is a catch, China is world’s largest chip consumer, banning China will badly affect the production and exports from Nvidia and TSMC as the U.S. and the rest of the world dunt need so many chips l.
US is a sore loser.
