Once the world marks 29 Feb as a public holiday, then lots of things will resolve without effort. Everyone can just rest on that day, those working on 29 Feb will be paid double instead of any unhappiness from extra workday without compensation... Nice?

This public holiday will only come once every 4 years; that is way too long to wait and as such, won't make much of a difference to workers.

Good idea but over already....pls wait for the next one.
