Let's start nuclear power at Parliament house and Istana first.

Dun waste money studying lah. Just do it if can bring cost of living down. No point studying because your neighbour might build one in JB or the other neighbour might build one in Batam.    

These are called SMRs or small nuclear power reactors. Many countries are supporting the development. There are about 80 of such SMR being developed all over the World

Should build in Woodlands area

Since there will be reclaim land

And it is populated with many people using the Causeway

and many industrial estates

I think best places to build the nuke plants should be district 9, district 7 and hopefully can help bring down the property prices in those areas.
