If they failed to work and no response from the operators, got to do something to get out of the carpark

Are these 2 helping a friend who is a PHV driver or someone who rented a car? I don't believe that anybody who is able to afford a car in SG would risk getting into trouble over a few dollars to evade parking charges. 

They will help keep LTA and the police busy.
