Impose 18% tax on Aircon unit.

It starts with design of buildings. Most new apartments nowadays are designed to be cooled with Aircon. Not through airflow. Are full height windows that trap heat inside really needed? Most stupid thing is external walls painted in dark colours. BCA, URA and HDB should examine their own guidelines first for building design.

In land scarce S'pore, how are we going to have bigger homes with higher ceilings and greater ventilation? The go to solution is still air-conditioning.
