A reckoning....After 25 years on, Taiwan has learned from its past on Earthquakes.

How Taiwan learned from the past to reduce the risk from earthquakes. Improvements to buildings and emergency response helped limit the impact when a 7.2 magnitude quake struck eastern Taiwan a week ago.

Hualien, Taiwan – When Wen Zong Hao felt the 7.2 magnitude earthquake strike Taiwan’s east coast a week ago, he was immediately worried.
“The shaking was so violent and went on for so long,” he said. He is on shift as a deputy captain in the Hualien County fire station, his instincts quickly kicked in. “I immediately brought my team over to start the rescue effort,” he said. “We had the sense that this earthquake was likely to cause serious damage.”

But a week since the largest earthquake in 25 years, much of the island is unscathed. Even in the eastern county of Hualien, which lies just kilometres from the epicentre, life has largely returned to normal. Restaurants are open for business, children play on the street and the city’s night market is once again bustling.

Despite the county having a population of more than 300,000, the death toll from the earthquake currently stands at 13, with more than 1,160 injured. The numbers are a sharp contrast with the last time the island was hit by such a severe tremor.

In 1999, more than 2,400 people were killed and more than 11,000 injured when the island was shaken by an earthquake of a similar magnitude, known as the Chi-Chi quake.

A collapsed building in Hualien being taken down by an excavator. People in yellow high-vis jackets are watching from a distance as authorities are carefully taking down the buildings that collapsed in the quake. Building codes have been tightened in recent yrs to reduce risk from such tremors

Just 22 years old at the time, Wen worked alongside other firefighters, dragging people from the wreckage of the more than 50,000 collapsed homes across Taiwan. “They just kept shouting, ‘Help me’, ‘Save me’. You could only do your best to listen to where the sound was coming from and try to pull people out. We didn’t have anything else,” he recalled.

The Chi-Chi quake was a reckoning for island’s earthquake mitigation strategy, explained assistant professor Wang Yu of National Taiwan University’s (NTU) geology dept.

“There were lots of lessons we learned, including the improvement of building codes, understanding earthquake warning signs, the development and implementation of earthquake early warning (EEW) systems and earthquake education,” Wang said.

A series of new sensors and 200 monitoring stations across the island now allow authorities to generate “shakemaps”, providing almost real-time assessments of seismological movements.

SINGAPORE: When Ms Namrata Kohli heard that a Singaporean couple was missing at Taroko National Park amid a 7.4-magnitude earthquake in Taiwan, her first thought was that it could have easily been her and her husband.

11 Apr 2024...SINGAPORE: When Ms Namrata Kohli heard that a Singaporean couple was missing at Taroko National Park amid a 7.4-magnitude earthquake in Taiwan, her first thought was that it could have easily been her and her husband.

“It could have been us, I don’t know how it wasn’t us,” said the 39-year-old Employment Pass holder who has worked in Singapore for over six years at tech firm Meta.

“I still hope and pray that they are brought out safely.” The news of the missing couple shook Ms Namrata as she and her husband were stuck in a tunnel at the same national park for 24 hours, caught in the middle of Taiwan’s worst earthquake in 25 years last Wednesday (Apr 3).

The couple had travelled to Taiwan on Mar 29 for what was supposed to be a 12-day trip. They visited the Shakadang Trail at the national park the day before the earthquake, which was where the Singaporean couple was last seen. On the day of the quake, Ms Namrata and her husband had driven from Hualien City to the Tunnel of Nine Turns at the park, to hike another trail there.

They parked the car at the tunnel and set off on the short trail through the mountainous terrain. It was on the way back from the trail, at about 8am, that the ground started to shake. “As the vibration started to gain momentum both of us just ran,” she said. “We both started to run as fast as we could, but then the rocks started to fall as well.”

One of the rocks hit her husband in the face, injuring his ear and cheek. They sought shelter in a small cave-like structure as rocks fell around them, and she could feel small rocks pelt her ankles and knees.

When the tremors subsided, they saw they were almost at the end of the trail, and so walked about 100m to their car parked in the tunnel.

Shaken but safely in the car, they assumed the next step would be to drive out of the national park and back to Hualien City, but they could not have been more wrong.

TRAPPED IN A TUNNEL FOR 24 HOURS
Ms Namrata and her husband soon realised they were trapped in the tunnel. One end of the tunnel was still being pelted by a “drizzle” of rocks falling off the adjacent cliffs. On the other side was pitch darkness, with air dense with dust and particles stirred up from the quake. We obviously realised we couldn't drive anywhere from here (so) we just sort of waited … I thought it was (just) the two of us,” she said.

But a few minutes later, some people walked towards them, who turned out to be staff at a hotel down the road. While they did not speak each other’s language, they managed to communicate sufficiently.

“I think locals there are taught from a young age what to do when an earthquake strikes. (They said) the tunnel is the safest place to be,” she said. “So they told us don't go anywhere … most likely, we were going to be there for some time.”

As the hours passed, more stranded hikers began to walk into the tunnel to seek refuge from the aftershocks and continued rockfall.😯🈶🈸😲 All in all, there were 18 people in the tunnel as day turned into night.

🇸🇬Soon, hunger and thirst began to set in — most of them only brought enough food for a hike, and these included snacks like granola bars and a bottle of water.

Body of truck driver recovered, 2 still missing after Hualien quake. An excavator removes the rocks that are piled on top of the body of a truck driver who went missing after the April 3 temblor. Hualien County Fire Dept (04/13/2024)

Taipei, April 13. On the 11th day after the eastern county of Hualien was hit by a 7.2 magnitude earthquake, search rescue workers recovered the body of a truck driver Saturday morning, with two other people still listed as missing.

The body of the truck driver was found in a quarry in the Ho Jen mining area of Hsiulin Township in Hualien at 11:45 a.m. Saturday.

After days of effort using heavy machinery to clear blocked routes, a search and rescue team reached the area where the body was recovered on Friday, an officer from Hualien County Fire Department said.

On Saturday, the team used the machinery to dig five meters down and found sandbags and the front of a white pickup truck, which was later identified by the employer as the vehicle driven by the missing driver, according to the officer.

The driver's body was recovered after the search and rescue team dug further, the officer added.

Meanwhile, a Singaporean couple believed to have been hiking Shakadang Trail when the earthquake struck remain unaccounted for.

The search is ongoing, with a search team entering the Shakadang waterfall area 2.4 kilometers from the start of the trail on Saturday morning.

With the confirmation of the driver's death, the official death toll from the Hualien earthquake on April 3 has risen to 17.

KMT-backed candidates win 5 of 6 by-elections.
Taipei, April 14 (CNA) Candidates belonging to or supported by the opposition Kuomintang (KMT) won five of six by-elections held across Taiwan on Saturday, in what the party touted as a pre-inauguration rebuke of President-elect Lai Ching-te (賴清德).

The special elections were held to fill vacant political offices across the country, including the mayorship of Miaoli City, township chief positions in Taitung's Dawu Township, as well as Yunlin's Huwei and Mailiao townships, the 4th district seat in Yilan's county council and the 15th district seat on Taichung's city council.

Of those, KMT candidates scored victories in Miaoli, Taitung and Taichung, while independent candidates supported by the KMT won in Yilan and Yunlin's Huwei Township.

In the remaining race, in Yunlin's Mailiao Township, DPP member Hsu Chung-fu (許忠富) sailed to an easy victory running as an independent.

Hsu Yu-chen (許宇甄), chair of the KMT's Organizational Development Committee, said the results served as a reminder to Lai ahead of his May 20 inauguration that "the public's dissatisfaction with the Democratic Progressive Party (DPP) is ongoing."

Specifically, Hsu slammed Lai for "disappointing" Cabinet selections that suggest a lack of interest in working across the aisle, and warned that the president-elect must "change course" and modestly "face up to the new public opinion."

Meanwhile, DPP spokesman Wu Cheng (吳崢) said a variety of factors, including low turnout, were behind the party's losses on Saturday.

Wu said that moving forward, the DPP remains committed to developing talent and deepening its connections at the local level, as it works to regain the public's trust ahead of Taiwan's 2026 local elections.
