Russia and China act as a counterbalance on the global stage with the US on the other side. However, Russia has a tendency to go to the other side.
US could never stand to have another country rise up as an equivalent so they will try all means to bring it to its knees. It's never about China.

The US learn an important lesson in WW2 and Cold War.
Is the rising power will undermine and damage US interests and rarely align unless they have the same values.

During WW2, Japan Italy and Germany were run by dictators or fascist States.

In cold War the soviet was a communist state and exported it ideology creating insurgencies around the world.

Deng managed to convince US and Western countries that Chjna will be benign even if it rise economically. For this reason the west seek out win win relations with China.

However things change under Xi.

But the west took too long to act.  Now it has to tap on its global allies to stop the threat. Japan and Phillipines see clear and present danger from China and North Korea. They will be stupid not to work together and counter a much stronger power.

BTW, US didn't say that China's "aggression" happened under Xi. They said it happened under Hu.
