 Who does PaP think they are to give guidelines? Merely representing the Stat Boards yet talk so big.

Guide only because their own Stat Board and GLCs will not be able to attain 50% flex arrangements in days or hours. Just check out Singtel or LTA that even if they are guided every year, just lag behind year after year.
