I know that both women were arrested eventually, but how did they even manage to make it out of the store without being detected with loot worth more than $500? Didn't the store have CCTV, security staff, security tags on the merchandise etc.

They do not want to state they are foreigners and from which country to cover- up their lapses in ICA or maybe in MOM, too.

Manty tourists are under the mistaken notion that if they successfully shoplift at the airport and take the next flight home, they will never be apprehended for that crime. With modern surveillance, thieves will be identified and arrested the next time that they are in transit or visit that country again. If the item they stole is expensive, the police will contact their counterparts in the country of the offender to have him/her arrested.
