US FBI has been spying on those Chinese Scientists in America since 1998. About 1,000 (could be more) Chinese scientists have left America. Since then, there have been not many reports about Chinese scientists leaving America but there are reports about many Chinese Phd students are unfazed and staying back. According to MSN, around 4,000 top Chinese talents in the AI and semiconductors fields, approximately 90% of the total, choose to stay in the US and work for the US.
