the flat owner bought the flat inside area only.
the rest are public area. small pots of flowers etc are acceptanble.
these large object are too much already.
just like shops outside area. used to draw a small area to allow extra space for shop to display.
some shop owner even circle up public area and rent it out.
but town council/or hdb not active to do the correct thing.
over time it is individual taking a rental out of public space. is it a new form of collection of protection money.
think about it. the one given the task to maintain order did not do the job then it is failed.
