Some states where it's not legal yet still allow stores to sell THCA products because of the 2018 Farm Bill loophole. I managed to buy thca flower pound online without issues, just made sure the source shipped from a compliant state and had proper lab results. It feels like a gray area, but a lot of people are doing it without problems so far.
