Seems to me that most are profitting by way of left pocket to right pocket. 

In fact, many of our GLCs are taking business that would otherwise belong to SMEs. They get the business simply because they are govt affiliated.

So, Temasek Holdings is in fact a big failure. Their strategy of putting ex-generals in charge sucks big time.

but some industries do need GLC to be involved, 
else the market will be dominated by big foreign players.
