This was his third drink-driving conviction so I have no sympathy for this irresponsible man. Drunk drivers are a menace to other road users, who could be killed or severely injured by these irresponsible motorists.

Caught 3 times but not caught 10 Times?

Shouldn't the Law ban him from driving when they caught him 2nd time?

Drunk drivers are as bad as drug traffickers. They both ruin the lives of others.
