Most employers may worry that without direct oversight, employees will be less productive. There is still a lack of trust from the management of most companies. Employers assume that staff working from home will face more distractions, leading to decreased focus.  
Just move to full commission based, no fixed salary for all, can liao. Then you can work as remotely as you like, payment given only when your job gets done with results.
Who are these 80% ....
White collars. Desk bound employees. Exhausted MC employees.

Employers need only to have a process for flexible working hours in place, but are not required to approve remote work arrangements.
Save office space and tables ....internet and electrical usage plus OT claims etc 🙄
