Yes, you can install a security camera outside of your HDB flat, but you need to get approval from the Town Council and obtain a police report:
Approval

You need to get approval from the Town Council that manages your area. You can approach them for advice.
Police report

You need to get a police report to justify the need for the camera.

By-laws
You need to follow the Town Council's by-laws, which regulate the installation of CCTV cameras outside of HDB flats.

Penalties
If you install CCTV cameras without the required approval, you could face a fine of up to $5,000.

Here are some other things to consider when installing a security camera outside of your HDB flat:
The area outside your flat is considered common property and is managed by the Town Council.
You need permission to put any building, fixture, or item in common spaces.
Cameras should not face the door or windows of another flat.
You should engage a CCTV company who is approved by the SPF.

Means I cannot place the security cam Outside my flat it seem like , base on these regulation and laws.

But I noticed my neighbours they place " inside their flat " over look their main door. Is Not place outside.

hmm tactically speaking ' if you place inside your home the cam face outside the corridor you don't break rules? " But if you place the cam outside your unit facing the corridor you need to seek Town Council approve.
Dey thambi, corridor is considered common area. Inside your flat is not.
