Never heard about this kind of remark before.  Is the service trade surplus of 25 billion with all other nations something alarming? Here is a good analysis of how tariffs on goods affected the service trade in the US.  Trump's tariffs on goods have slowed the US's services trade balances.  In a way, he has addressed the service trade surplus and the author sounds like he is complaining.

By the way,  the CAGR of India's export of services to the US is 14% and China at 8.5% is not weak either.
