They collect alot of stuffs but did not throw or sell it off.

Some hoarding situations are so overwhelming that even getting started feels impossible. I’ve seen cases where stuff piles up to the ceiling, making it unsafe and stressful.  Happy House Cleaning  has been a lifesaver when clearing out heavily cluttered spaces because they handle everything efficiently. some clutters are using public spaces to store their things.
they used a cart. cover up with canvas. then chain it to pipe on base level of hdb blocks.

last time used to see these chain up in rail along the road. maybe lta know already start chasing.
now is town council see if they are alert. they can used their cleaning workers to carry camera to take these and actions or can just sit back and let the clutter in public spaces happen. until one day opp know how to use photo to hit them.
