they used a cart. cover up with canvas. then chain it to pipe on base level of hdb blocks.
last time used to see these chain up in rail along the road. maybe lta know already start chasing.
now is town council see if they are alert. they can used their cleaning workers to carry camera to take these and actions or can just sit back and let the clutter in public spaces happen. until one day opp know how to use photo to hit them.
