to get the best of both worlds is to spend the cdc vouchers and vote for opposition so that there will be more cdc vouchers in next election.
last time when there was no opposition, there was no cdc voucher.
now there are more oppositions, there are more cdc vouchers.
more oppositions means more cdc vouchers
