Of course if the tariff is too high buyers may not import or pay high tariff beyond their profit level.
However if the goods are not available in the U.S. the buyers have no choice but to import and pass the tariffs to consumers

No lah, the goods will be confiscated by the U.S. government if no tariffs are paid by the buyers.
This is true if there is no alternatives and the Americans must buy China products. Presently, this is not the case. If the China product becomes more expensive, the Americans will go for other brands what Trump worry is the Americans will blame him for the increase in cost of living. This problem can b easily addressed by giving rebates and living allowances. Think he just want to fix China’s huge surpluses
