Much of that comes from civil servants who fear their votes are being secretly monitored, so they avoid voting for the opposition. Then there’s the grassroots network, those involved in the PA, CC, and RC, who typically back the PAP. Many elderly voters also lean toward the PAP, especially after receiving $1 vouchers or other handouts.

PAP really only need to win over about 15% of the middle class. And that segment usually supports the PAP when they’re in stable, well-paying careers and don’t want disruptions. The well off middle class usually only consider voting for the opposition when they face retrenchment or when their children can’t get into NUS or NTU.
