They implement laws and rules ....but the man needs to make a living and put food on the table.
When the 2 run against each other ...it produces a moral dilemma.
The simple truck here was for him to self medicate and not see a doctor so he won't be reported. I think he was not aware that doctors would report him that was why he went.
In the end the only solution is to remove the conflict by lowering the cost of.living so that the humans in the do not have to struggle until like that.
Punishing these cases solves nothing. The pest controller and the Grab driver.are actually hard working individuals ....
