The owner had underestimated the amount of trays and it's crockeries, and thence it had become no space for others.....
This type of scene actually bad for SG ,

worst than street hawkers at neighbouring countries, At least they straight clear up

Very true, the trays and crockeries, thrown all over the place near the tray return stations are unsightly, and it will give tourists a bad impression of our hawker centres and food courts.......The customers have done their part by bringing the trays and it's contents to the tray return station which they do so that they will not be fined...
