Does his mobility scooter has a licence to be on the road?

Today, I also saw a man around 50 years -old driving his e- bicycle on the right turning lane in a 4 -way traffic junction.

He sart- sart travel at maybe 10km/ hr while the cars behind can only look frustrated behind.

Either he's not aware its not permissible or think everyone need to give way to him

He must be unaware of LTA laws...........

PMA rider is a device for people with walking difficulty, right?
Rider is not required to go for test.
Any compulsory briefing conducted for rider before use ?
