SINGAPORE - All full-time Singaporean undergraduates enrolled in the National University of Singapore (NUS) will not need to pay tuition fees if they come from homes with per capita income of up to $1,000.

Per capita income means siblings also included liao.

They have to limit the number of applicants for free tuition.  The chances of one being in the $1,000 per capita is low, thence it is very hard to achieve this requirement......but it is done in a fashion that there may be others who would qualify albeit very few.......

Chances are low but actually a lot of such students where say both parents earn less 2k in a family of 4. 3,300 students is not a small number.
only 3,300 will benefit lah.

I don't think the numbers of 3,300 is right, it should be less than that figure.......

Haiz, a lot of Singaporeans are rich. But equally, a lot of Singaporeans are quite poor. Really, can see one.

More or less than this figure.........  is not so important.

the important thing for them is that they are telling the whole world that the uni education is free for the poor in Singapore.

Only NUS. Not free for the poor at other universities.

That will depend on whether the other universities have the funds.
